Costa Mesa Now Accepting Retail Cannabis Applications

In November 2020, the voters of Costa Mesa passed Measure Q, a measure allowing for retail storefront cannabis businesses to operate within city limits.

Earlier this month, the city of Costa Mesa began accepting applications for retail cannabis business permits. Costa Mesa is only the second city in Orange County to move forward with retail cannabis. Storefront Retail cannabis permits as well as non-storefront (Delivery) retail  are being accepted in the following Phases:

Phase I August 2nd – September 13th- Open to all existing non-retail cannabis (Measure X) businesses operating in the city of Costa Mesa.

Phase I is also open to eligible equity applicants who have completed a pre-application review.
Equity Applicant Requirements-Costa Mesa Resident-Conviction involving Cannabis-Income Limit (Depending on Size of Household)

Phase II- September 13th – Open to all other applicants
